HR Benefits Specialist - Remote

The position serves as a Human Resources (HR) Benefits Specialist and is responsible for advising stakeholders on various federal benefit programs. FEDERAL BENEFITS EXPERIENCE IS REQUIRED FOR THIS POSITION.


DUTIES:
Notifying customers regarding federal benefit changes
Advise stakeholders on federal benefit selection processes
Ensure federal benefit actions are generated properly
Advise customers on established work-life benefit policies/programs
Consult with customers on various benefit program coverages/options
Advising customers on the various federal leave programs
Aid customers with FEHB and FEGLI selections
Processing benefit actions in an HR information system
Consult with customers regarding retirement/TSP benefits



  • Extensive experience in, and knowledge in the administering and providing advisory services on federal leave programs, workplace flexibilities, tour of duty, group life insurance, health benefits, and the Thrift Savings Plan(TSP) programs. Served as the specialist on leave and benefits issues, including general information about retirement benefits, resolution of health benefits issues, and advises on insurance coverage options. Resume shows ability to resolves problems in the administration of Worklife/Employee benefits programs. Experience may have been training employees and supervisors regarding the latest information on all federal benefits (i.e., leave programs, FEHB, etc.); preparing communications to inform as large an audience as possible of current and future requirements and information relating to federal benefits; and serving as the policy and regulatory specialist for Worklife/Employee benefits program.

  • Knowledge of Civil Service laws, regulations, executive orders, court decisions, and issues related to the federal employee benefits rules, regulations, and procedures, and skill in order to apply this knowledge to a variety of difficult and complex work assignments. Extensive experience in counseling management, employees, and beneficiaries on program coverage, options, variances in coverage, and advantages and disadvantages of benefits decisions. Resume demonstrates employees thorough knowledge of federal retirement and insurance programs to other retirement and insurance programs (Social Security, worker's compensation, and private insurance companies) and provides referral to additional resources, when appropriate. Resume may also demonstrate the providing of information about creditable military service, social security entitlements and off-set, retirement options and benefits, death benefits, TSP options and life and health insurance options and elections to ensure new employees make decisions with full awareness of the federal benefits package. Explains to individual employees and candidates the TSP options and funds available, the benefits and costs and the basic entitlements upon separation.

  • Knowledge, understanding, and application/interaction of various federal personnel programs: i.e., Telework, Benefits, Beneficiaries, Federal leave programs, Federal insurance Benefits, Compensation, USERRA, Federal Employee Compensation Act (FECA), OWCP, Recruitment and Placement, Equal Employment Opportunity (EEO) implications, Employee Relations/Labor Relations. Extensive knowledge of federal civilian experience systems, such as HR Smart/USA Staffing, etc., to complete personnel actions, pull reports and data information. Using these or other systems daily. Experience demonstrates advances knowledge in Employee Benefits including FEHB, TSP, FEGLI, OWCP, Leave, Telework and Beneficiary updates. Coordinates and reviews actions with representatives, staff offices and other agencies. Inputs pertinent position, pay, and other personnel action data in HR automated systems and possess skills and knowledge in following up on status of personnel action requests and provide answers to HR employees, managers and managers representatives. Develops a variety of special personnel action reports and information papers from data retrieved from HR automated systems.

  • Ability to Critically Think Objectively, analyze and evaluate an issue in order to form an opinion/judgment/conclusion; Able to use logic and reasoning to research, interpret and apply information such as regulatory and/or procedural guidance; Integrates information into development of a resolution. Possesses extensive experience in developing solutions to problems. Resume shows examples on where the applicant has initiated and coordinated action for change, process improvement, and writing SOP’s or Guidelines.



  • Knowledge of, and skill in applying fundamental HR management methods, principles and practices and standardized analytical, and evaluative methods and techniques to advise on and or resolve moderately complex, non-controversial and/or recurring workers' compensation, employee benefits, performance management, awards, and/or retirement issues and problems for which there are one or more readily apparent solutions; to advise, assist managers and employees; to apply rules and regulations; and to research and analyze policy regarding a variety of HR issues. Extensive experience working and interacting with others in HR including presenting HR training sessions and briefings and preparing reports which requires interaction with other managers and service lines.

Pay: $66,214.00 - $98,970.00 per year
